Dr Sheila Farrell will present on how the Ports Regulator in South Africa has interpreted the provisions of the 2005 Ports Act, and how far this goes in achieving the objectives of the Ports Act. The discussion will draw on international experiences of Ports Regulators in India, Australia and elsewhere. Views on the regulator looking at more than pricing, and going broader into the terms of access, fairness in terms of decisions and quality of service of South African ports will also be discussed.

Dr Sheila Farrell, a visiting professor at Imperial College London and Saul Levin, the head of research and policy strategy at TIPS, will present.
